A 24-year-old Issaquah woman was charged last week with first-degree custodial sexual misconduct, accused of having sex with a 17-year-old juvenile offender under her care at the Woodinville Community Facility, a 12-bed community re-integration program for young men run by the state.
Kalia Jondoc, who previously worked at a juvenile rehabilitation facility in Lynnwood, was hired in July 2014 as a juvenile rehabilitation security officer at the Woodinville facility, charging papers say. The teen she is accused of having sex with was incarcerated that same month.
Though Woodinville appears in the facility’s name, it looks to be located within the city of Kirkland or just outside the city at 124th Avenue Northeast and Northeast 145th Place.
Jondoc was placed on administrative leave before she was formally fired on March 6, charging papers say. Arrested on May 18 and charged on May 26, it does not appear Jondoc was booked into jail, but court records show she posted $50,000 bail on Thursday.
The alleged sexual misconduct took place in October and November. The juvenile, who turned 18 in November, has since been transferred to Echo Glen Children’s Center near Snoqualmie, charging papers say.
Another staff member at the Woodinville Community Facility contacted the state Department of Social and Health Services (DSHS) in late February, charging papers say.
The staff member said two other juveniles reported to him their suspicions Jondoc had sex with the 17-year-old in a state-owned van in the parking lot of a Fred Meyer store while the other juveniles were shopping inside unsupervised, charging papers say.
DSHS faxed a referral to Kirkland police, and a detective obtained video surveillance footage that corroborated the juveniles’ assertion they had gone into the store without Jondoc, who spent 20 to 30 minutes in the van with the 17-year-old before the two briefly met the others inside the store, according to the charges.
Jondoc allegedly also had sex with the teen in her car during a football game at Inglemoor High School, that was attended by other residents of the Woodinville facility, the charges say.
A cell phone belonging to the alleged victim was turned over to police and showed Jondoc had traded nude photos and sexually explicit texts with the teen, according to the charges.
In one text exchange that apparently took place on his 18th birthday, he wrote: “Ha I”m of age now … Its legal now isn’t it” [sic]. Jondoc allegedly replied, “No lol because I work for the state as long as ur in custody im not allowed to touch u … But if I didn’t work there then yeah it’s legal.”
First-degree custodial misconduct, a class C felony, occurs when an employee of a correctional facility has sex with an incarcerated person, whether an adult or juvenile. Consent of the alleged victim is not a defense under the statute.
